A New Standard for Talent Acquisition in Regulated Industries

Recruiting activity in strategically sensitive industries functions as a form of intelligence signal, independent of any breach or leak. Job postings, sourcing patterns, and candidate lists reveal information about a company’s direction well before any candidate accepts an offer.

Regulatory enforcement in export control, sanctions compliance, and data privacy has intensified around exactly these information flows, yet organizations have rarely held recruiting to the same evidentiary standard they apply to engineering, contracts, or information security.

This paper introduces recruiting data stewardship: a philosophy that treats search activity, candidate information, and program-adjacent context as assets requiring structural discipline rather than personal discretion alone. It examines why the industry’s current standard, professional discretion, is necessary but insufficient, and it proposes five principles for a more rigorous practice.

Discretion is something a person offers. Sovereignty is something a system either has or lacks.
